Traveling to Germany with transit in London with my in-cabin pet

I am traveling to Germany as my final destination but I have found much
better ticket prices if I transit through London on British Airways. My dog
meets German's import requirements (rabies, microchip, veterinary
certificate) but he does not have the rabies titer blood test. Does germany
require the rabies titer blood test? Can I transit through Britain without
getting stuck in quarantine issues?

There you will find links to the German regulations as well as the regulations for traveling into the UK.

Germany does not require the titer, however if your dog is unable to get rabies vaccinations due to health issues, age, or other, you can contact the German authorities and request that they accept a titer in place of the Rabies certificate. Make sure that you get the ok in writing and bring it with you as well as with the titer certificates / results.
