Travel from Italy to US and then Japan

Question
I have two cats and we are in Italy right now. We have to travel back to US for a couple of months and then to Japan. The problem is that Japan requires 180 days waiting period after the blood test is done in order to avoid quarantine in Japan. So could I begin all the process here in Italy (microchip, rabies vaccination, and blood test with some part of the waiting period here)and finish waiting period in US? Or blood test and waiting period has to be done all in the same country? Many thanks

I will be honest....  There is NO way I will try to bluff my way
thru this.   No one is USA should attempt to deal with this!!!
