re-entering Guatemala with pet

Question
We moved to Guatemala almost 5 years ago and brought with us our two adopted dogs.  We did all the paperwork required to enter Guatemala (local vet certificate, state vet certificate, Guatemalan consulate certificate)with our "girls" and had no trouble.  Now, we are wanting to make a trip by land with our one remaining dog (the other one died at age 16 and is now watching over us all) to the States for a couple of months and return to our home in Guatemala.  We have been to MAGA regarding what paperwork we need to insure that our dog will be allowed back in, but they seem clueless.  Our local vet says that he will write us a letter to carry with us to get her back in, but that doesn't seem like it will be enough.  What do you know about what is required?  Who is the overall authority?  It seems ridiculous that any flea-ridden mutt can freely cross the bridge from Mexico into Guatemala, but the border people want all kinds of paperwork for those pets who are obviously well taken care of.  Thanks for any help you can give.

You are facing a somewhat complicated situation.  Driving thru
Mexico is a problem by itself.  You would need to contact Mexican
authorities, such as their embassy or consulate where you are.  Entry
into USA should only need a health cert issued within 10 days of
travel and a valid rabies vac.  Going to Mexico from Guatemala could
be much different than your return from USA.  Check out both.
Do you have US passports?
I really must suggest that I would very seriously re-consider taking
the dog with you...  Mexico CAN be very difficult to deal with!!!
