Starting a Saltwater Aquarium

Question
I am soon going to start a saltwater aquarium and I need to know how to start it. It will be a 10 gallon nano tank with fluorescent lighting. I know the tank for beginners should be bigger, but I can only afford to convert my ten gallon into a saltwater tank. I was looking at fish and I like the Banggai Cardinal Fish and Catalina Gobies. I also like damsel fishes and know there the best for beginners. I also want corals, but if I get the Goby I now I can not get it because there cold water. I am open to suggestions for fish and corals. I also need to know wether there is a special filter I will need for the tank or can I use power filters. Will I need a protein skimmer for such a small tank because I read that you do not need them for small tanks. Will I need live rock and sand, or can I get away will only one of the two. Last, is there anything else I need to know.

Thanks!
