Question
is all purpose silicone sealant safe for auariums?

Answer
Hi Jonathan;

If it says it is "non-toxic when dry/cured" or is "100% silicone", then it is safe. It must cured before the fish come into contact with it. Usually 24 to 48 hours after application (I think?). Check the label to be certain.
