Questions about my new fish

Question
I just bought two baby Oscars. I'm hoping you know some about them. I have a 10 gallon tank that I am starting thm off in. I bought one from wal-mart and the other from petco. When I brought them home the only thing that they have done is sit at the bottom of the tank. I know that they've been swimming around cause when I enter the room they are at the top and sometime swimming around. but then as soon as they see me the stop and sink to the bottom. I'm not sure if it is just taking them awhile to adjust to the tank or if there is something wrong with them. They both were very active at the stores. Right now I've tried to feed them some tropical flakes but I'm not sure if they've even eaten since I've got them. The temp on the tank has been about 74. The pH level is a little higher then normal but I've added some neutral regulator to help adjust it. The water where I am from is a little hard so I'm not sure if thats why they are acting slow. I hope I was able to give you enough information in helping me raise my Oscars, and that you can answer some of my question. Thank you.

Answer
Okay, here's what you need to do(It's Long)

1. Get a much bigger tank, 55 gallons at the least!

2.Put some other similar sized fish in with the Oscars into the 55^ gallon so they won't be so afraid.

3. Get your pH at 6.2-7.0

4.Feed them cichlid pellets or New Life Spectrum pellets

5. Do water changes every week.

6. Have water at 75-78 F

This is very important to know if you ever want to successfully keep Oscars.
