Question
I have 3 baby budgies and 4 unhatched eggs.The eggs were layed at the same time as the ones that hatched were but they have not hatched yet. Are they dead?The mother still sits on them.Also I don't know when to start holding my babys.The first hatched is completely covered with gray fuzz, the second hatched one is almost all covered in fuzz, and the youngest is just starting to. I read that I should wait untill they have fuzz to start holding them. Do I have to wait for all of them to have fuzz?

Its possible the other eggs are duds.  Especially with that many eggs, its possible that some won't hatch. How long has it been since the first batch started hatching?  The normal hatch time is 18 days from when the mom starts incubating. I'd leave the eggs in there for a while.  They will hatch if they're gonna, if not the female will either kick the eggs out or eat them.

"Fuzz" isn't necessarily the best indication of when to start holding them.  At least I've never heard of using that as an indication.  It makes sense though, since that way they will have some protection from the environment.  They will start to venture out of the nest at about four weeks.  I usually wait until they're about two weeks old, and they seem to do okay.  You can start trying to tame them at about four weeks.
