my room mated washed the floors with bleach and water while my cockatiel was in the room. He was very lethargic for a few days but seem allot more active now. But he can't fly now and seem like he doesn't see well. he also doesn't sing to me like he used to. he is eating and drinking water and does better when he is out side. I have opened all windows and there is no bleach smell in the house. what can i do?

Your cockatiel may well have suffered some respiratory damage since their respiratory systems are much more delicate than ours.  When something like this happens, I urge you to bring your bird in to an avian vet.  You are doing a good job by airing out the room and keeping an eye on him, and it is encouraging that he is eating and drinking, but I am concerned that he doesn't fly (probably cannot get enough air to sustain a flight) or sing.  I hope you can find a vet in your area that specializes in birds.
