Introducing female to male cockatiel

I brought home a mature (2 yrs) female cockatiel 09/07/08.  My male (7 yrs) has had 3 weeks to get used to her from separate cages.  They have come out together, walked around together, and even kissed once.  Last night the male pulled her feathers on the back of her neck and she screeched.  Is this a sign of him wanting to mate, or is he too aggressive for her?

It could be that he was preening her, which is a sign of affection, and he accidentally pulled on a blood feather.  He will learn how to deal with her, and she with him, but I recommend that you keep an eye on her for any pulled feathers or pecking just in case.
