Hiya, my budgie is fluffed up to 3 times hid normal size , hes having extreme difficultly flying, he feels cold, he has been pulling his feathers out and caused himself a small amount of bleeding about a week ago ,he wont eat unless hand feed even then only eats a small amount (two or three seeds) he reduces the fluffed up size when hes on my lap or been held but as soon as left alone he goes massive again ,his left wing seem to be in pain ! he is a brilliant budgie and it would hurt so much to loose him and the vets are clsed please help!!!

Hello Charlotte and thank you for your post.
Your little friend needs to be seen by a Certified Avian or an Exotic Animal Vet ASAP or sooner.  You need to keep him warm until you can get him in.  This can ve done by using a lamp with a low watt bulb, or a heating pad under the bottom of his cage (only about half of the bottom of the cage to be able to give him a chance to get out of the heat if he gets too hot).  The heating pad should be on the lowest setting to prevent burning your bird.  Take all of the perches out of his cage to prevent him from climbing up onto one of them and falling.
Continue to offer fresh food and water several times a day, you might have to use an eye dropper or a syringe to do this.  He may be too weak to drink out of a water bottle or a dish.  
Be sure to keep him calm.  If he gets excited, he might have a heart attack.
Be sure to get him in to be seen ASAP, and please keep me updated.  My prayers are with your little friend.
