Yes it can be the result of poor nutrition. It also can be a symptom of a serious illness. Your first step needs to be to take your bird to an avian veterinarian for a check up.

A healthy well balanced diet for budgies would include pellets, fresh fruits and vegetables, some healthy human food choices such as whole grain breads and pastas, and some seed.
