Answer
Hi Lonnie,

Oh boy, I have to tell you right from the beginning that what you're dealing with here is very difficult and there is no good answer.

I have gone through this very same problem with a stud that I had raised from a weanling.

If this stud was raised running with mares, it is going to be very difficult to get him to breed certain mares.  You're going to find that he is going to pick and choose which mares he wants to breed, and it isn't always going to be the one that you want him to breed either.

I was told by my vet, that all stallions mature differently, and that my stud may have looked like a grown horse at the age of 3, but in his mind, he was still quite the juvenile.  He had been taught from the beginning by the mares that he was running with, to be very cautious around mares.

It honestly may take this stud all year to finally breed your mare.  The best thing to do, is that when she is not in heat, remove him from her.  Do not continue to let them run together.  You need to try to keep him from being with mares when they are not in heat.  Then when he gets around a mare that is in heat, hopefully his instincts will take over and he'll learn what to do.

You're going to have to have a lot of patience with this stud.
