QUESTION: okay, so i rescued a this turtle(he was found on the side of the road no body of water around) hes in a tank bigger than 12" hes about 5". and iv had him for about 5 months now. hes been doing just fine in his tank. there is no filter not heat(we keep the house warm anyway) and i take him out of his tank to feed him (in water) hes been eating turkey and he loves it, but iv tried feeding him veggies he wont eat them. so hes a meat eater. now i bought him pellets at uncle bills there tiny so he can eat them but he wont. he doesn't eat very much what so ever. he will only eat the turkey. his skin has a white film over it like hes shedding. he sometimes closes his yes and moves when i tap a little on the tank. but today he didn't even respond i had to pick him up.hes very social and plays with me my boyfriend and my siblings. he chases our fingers and lets us pet him. so what do we do?

ANSWER: Hello Marrina,

Turtles do need a basking or heating lamp as well as a UVB lamp, to so he can absorb his calcium & vitamins properly.
Though the house is warm, he still needs a focused basking spot of around 95-100.  Try using a bright white basking light for him & use a digital probe or a temp gun to measure his temps with.  Be sure he has a cool end of around 78-82 or so.  
He also needs some calcium, too or else he will develop metabolic bone disease & soft shell.

You can look for the Reptisun 10 tube bulb or the Arcadia D3 12% tube bulb to place over him at a 6-8 inch distance.  It needs to be mounted alongside of the basking light for him on one end of the tank.  I think he is going to need a larger tank also.
Do you have a water source in there for him?

QUESTION: Yes, he is in a tank that has water in it for him to swim in. also there are rocks for him to sit on. today he seems a lot more himself. he has been swimming and sleeping. but still not eating those pellets. we are getting his bulbs and a digital probe and some calcium. ill post a picture of him and his tank

That sounds good, pictures would be great.
At least he was a little better today.  I hope that the new bulbs & calcium help him out.  
Are you feeding any live insects for him?  They love worms most of the time.  They eat greens too along with the pellets.
