I just got a 4 month old Bell Enigma who has slight "enigma issues" such as circling.

I understand these mostly present when stressed. He just arrived this afternoon so he is undoubtedly stressed from shipping.

How long do you think it will take before he gets comfortable enough not to circle when the lights are turned on or I walk in the room?

As with any other lizard, it can take days, weeks or even months for them to feel secure in their new environment. Make sure that there is the least amount of activity in the room where your geckos tank is located.  Also, its a good idea to be sure that the lights in the room are not overly bright(or too much sunshine into the tank) as some (eyes)are very sensitive to the bright lights. You also don't want the room to be dark during the day, but what would amount to normal daylight if in the wild.
Also, you see that the circling isn't stress, but hunting.  Have you tried offering food when you go into the room to see if he is actually looking for food.
Keep in mind that they are nocturnal and do have light during the day, but spend their days in rock crevices, etc.
When you go into the room, talk to him and for the next few days/week don't do more than what is necessary with him so that he can settle into his new home. Do be sure to check your cage floor temperatures, air temperatures, and to provide all the necessary things your gecko needs. If you need more on care info, give a shout.
