18 day old baby bunny not hopping

One of my female bunnies had a two kits almost 3 weeks ago. The runt is hopping around already but the other kit just lays there. It trys to crawl but barely. It gets tired from trying and stops. What is wrong with it? Could it be possibly to fat to hop? It is a lot fatter than the other one. Its arms and legs are spread out most of the time. I never see it with its legs under its body.

What you are describing sounds a little like splayed legs, but not necessarily.

If the kit has splayed legs it will be obvious. If you do not think that is the case, just give it some more time. Kits develop at their own pace.
