Is this normal?

i got two guniea pigs about 7 weeks ago and have noticed that one of my guniea pigs are either sneezing or coughing a lot. I could have some dust in my bedding but i just want to make sure that it is the dust. Also both of my guniea pigs tend to jump around a lot in their cage, is this because they are stressed or happy?

Guinea pigs are very tricky animals.  The sneezing/coughing sounds you hear sound like sneezes.  It could be a result of the type of bedding you are using.  I use pine shavings for my guinea pig and it seems to work fine.  The jumping around could mean a variety of things ranging from having a male and a female and they are chasing each other around or it could be because the bedding is causing irritation.  I would get them to the vet just in case as they may need medication or lacking in vitamin C.
