Obesity problem

I have a little chic-shitzu, who seems to be gaining weight so easily and she hasn't been eating too much either. It seems like food is all that is on her mind. You think she was starving to death the way she is acting. I have been giving her a  half a cup of weight control dog food from Medical and she roughly gets 3 small vita-bones and maybe a little rollover a day. This isn't every day either. I try to give her a walk at least every second day. She is 9 years old and I am a little worried. Do you have any ideas what may be happening or what tests I should be asking for? Is this something new?  I don't know what the weight gain could be from , if it is something that has recently started.  You will probably have to have blood tests run in order to determine the exact cause.  

My dogs act like they're starving all the time too, but they have always been like that.   I feed them very small portions three times a day which would equal a regular daily serving.  This way they think they are getting more than they actually are.   

If she continues to gain weight, I would at least take her to the vet because it may be from fluid which could definetley be hard on her heart.
