How do I keep my dog tied up

I have a chocolate lab that I keep outside.  I tie him out & no matter what I have on him he gets out of it.  I have even tried a harness & he can still get out.  What can I do to keep him tied when I want him tied?

It is cruel to keep a dog tied up.
He needs a fenced area where he can run.
He hates being tied up. You would hate that too.
For his own safety and your's, you need a fence to kep him in.
You can be held responsible for any damage he does running loose, and you can, if the Humane Society is active in your area, be charged with cruelty to an animal, by keeping him tied up.
Quite often, keeping a dog tied up makes them mean.
It is extremely cruel!
