Male dogs behaviour when females are in heat

Question
What can I do for my male adult dog who consistently whines to to go outside and to the park when female dogs are in heat?  He is miserable and so am I.

Answer
Is he neutered? That might help.

And unless he's honing in ONLY on female dogs in heat at the park, he could also be lonely and want to play.

I know these aren't the best answers, but they are the basic ones (especially the neutering). It's never too late to have it done, either.
