putting on collar on puppy

I have a 3 month old rat terrier that refuses to put on his collar. He has never wore one and now that its time for him to go outside he runs away and when i do get to him he has a fit. Can you please help me.

I'm not sure why you are ever taking the collar off? If you fit him correctly (not too loose or too tight - you should be able to easily slip a finger or two under the collar, but it shouldn't be so loose that he can pull out of it easily), you should be leaving the collar on him 24/7. This will eliminate the battle you are going through to get him in a collar to go for walks outside.
