Lab with red rash around one eye

my 2-year old chocolate lab has a rash (red bumps and loss of hair) around one of his eyes and the eye seems a little red. He's had it for about a week.  It doesn't seem to be getting any worse, but it doesn't seem to be clearing up.   He doesn't scratch it and it doesn't seem to be irritating to him.  He has been treated for allergies in the past, and were effectively treated with medicine.  Does this sound like an allergy reaction or something more serious?  Are their OTC drops that I could give him?  Thank you.

I would have him checked for mange. Demodecdic mange often starts around the eyes and sounds exactly like you describe. Have a vet do a skin scraping to diagnose it for sure. It will not improve without treatment and willa ctually get worse eventually,
You CAN try some blue star ointment over the counter if you want first, but I would strongly suggest a vet visit
