I have a 10 month old Boston terrier that torments my 4 yr. old Schnauzer by biting him around the neck area and then turning around and going for his legs and biting them.  She does it if he has a toy in his mouth and she wants it and sometimes she just does it to be doing it.  I know this is hurting my Schnauzer as he is yelping when she is doing it.  I saw her mother do this to her puppies when we were picking out a puppy and it looked like it was hurting the puppies and they were yelping and yelping and finally they would get mad and growl.  I hope this is something we can break.  I've tried and tried to break her of it with no success.  Any suggestions?

This is actually pretty typical "puppy" behavior.  It may be hard to do, but what I would suggest is letting the dogs work it out themselves, short of drawing blood.  The 4 year old may be yelping, and it may be hurting, but what normally happens is the dog that is being hurt will finally have enough and let the other one know it.  It's one of those doggie things, a way of dog communication between themselves.

Of course, this is different from an all-out brawl where it looks like a fight to the death with injuries.
