THIS IS A CRAZY QUESTION.  WHEN A FEMALE DOG COMES INTO HEAT AND YOU DON'T WANT ANY PUPPIES.  THE PEOPLE OF THE HOUSE ARE TOLD TO KEEP A CLOSE EYE ON HER BUT SOMEONE LETS HER OUT AND SHE RUNS OFF AND WON'T COME BACK.  WHO'S FAULT IS IT? SHOULD SHE (THE DOG# BE PUNISHED? ISN'T IT A NATURAL INSTINCT FOR THE DOG TO WANT TO MATE AT A CERTAIN POINT OF THEIR CYCLE? AND ISN'T IT ALMOST IMPOSSIBLE TO GET ONE TO COME BACK BY JUST CALLING IT WHEN IT'S #SHE'S) READY TO MATE? PLEASE HELP!

No, the bitch should not be punished because her people were too lazy to keep her confined and watch her closely. Yes, a bitch's (and dog's) sex drive is extremely strong, and both male and female will try to get to each other when the bitch is in season and close to ovulation.

If no one wanted any puppies, the fault is with the bitch's owner who did not have her spayed to prevent impregnation. Having an intact dog of either sex is a great responsibility.

If this just happened, get her to the vet for a mismate shot. If it has been a few days and she is out of season, get her to the vet and have her spayed, and that should be the end of the puppy issue.
