Hi Melissa,
My Rottweiller is about 15.5...a very good old age. My husband and I adopted him about a year ago from his sister.  He also has the swollen paw issue (2-3 times the normal size), however we have taken him to the vet where they prescribed him the rimadyl and tramadol.  He has been on this for almost a week.  For one his paws haven't gone down at all (they seem bigger) and he is having the hardest time breathing with all this flem in his throat!  We are propping up his head so he can breath, and trying to keep him warm.  We noticed this started happening in the beginning of September.  Because my husband has to carry him everywhere we are considering putting him down to put him out of his misery. I didn't know if there is anything else you can recommend that we do for him.  He is otherwise eating, wagging his tail, drinking, and going potty when my husband carries him out. He seems involved and we can tell he wants to be around us...he just doesn't seem ready to die yet. I don't know what else to do and am reaching out for any advice.  :(  thanks so much,

I know this is a difficult time for sure!
Without knowing the total medical history, I would be giving you inaccurate advice!!!
You need to go back to your Vet, who prescribed the medications, and make sure he is not having an allergic reaction to the medicines..that is what could be causing his lungs to fill up.

So, go back to your VET asap,
And let me know what he says...as I don't want to be responsible with such a crucial decision to make.
I think this is going to be a matter of getting the medical opinion, and from there, I think the answer to your question, will be much more evident!
