My roommates dogs are constantly peeing and pooping in the house

We recently moved to Indiana and therefore got a new house with no fence.  We bought them the leash tie outs and we take them outside that way.  But they have soaked our formal living, loft, my roommates bedroom and my daughter's room with urine.  I am constantly cleaning a new spot at least 4 to 5 times a day.  And I have started taking them out at least every 2 hours and I will wait outside with them until they do both.  But it never fails they will pee on something or poop either in the formal living room or loft.  Just this morning one dog went potty twice and pooped outside and sure enough within 5 mins of him coming in he went into the formal living area and peed.  And the other one peed upstairs and and pooped in the formal living area.  And he did both outside too.  Once is a chow mix and the other is a blue heeler mix and she also has a chihuahua.  The chihuahua no matter what pees and poops inside even if he went outside.  He is constantly escaping too.  Because I let him in first and then when I go to get the big dogs, it never fails my son will open the door and there goes the dog as fast as he can.  I am so beyond frustrated with picking up after these dogs only for them to do it again.  I don't know what to do anymore.

I feel your problem is a legitimate and frustrating one but would be difficult to solve through email exchanges.

I would suggest you consider contacting a trainer to come and work with you and the dogs; you can find some good referrals from the Association of Pet Dog Trainers, www.apdt.com.
