I have a 4 month old male rottweiler that is neutered. I am feeding him science diet puppy food for large breeds is this ok to feed him? or is there something better to be feeding him and how much should he eating.

Up until now, that was likely as good as anything.  I would suggest switching to the adult version of it now.  That slows growth and gives his joints more time to develop.  How much?  3-4 cups would be a good starting point.  Your dog definitely should be narrower at the waist than the hips and chest. You should be able to easily feel the ribs, but not see them.  Each dog is different.  Standard recommendations are a good place to start, but each dog must have its food and exercise adjusted to its individual needs.
