I have a 3 year old male yorkie-poo. I have never had to many behavior problems with him. He has always been a very happy dog and has always been eager to please. Latley though, there has been a litle dog that comes around and hangs around my fence. My dog likes to play with him through the fence.The issue is that my dog has started not listening to me. He won't come when I call him and he just sits out in the yard waiting for this other little dog. What do     I do

That is is a cute story albeit frustrating I am sure. It sounds very much like your little fella is lonely for some 4 legged company and needs more activity and socialization. It is up to you to engage him more so that being with you is as much fun as being with that other dog.
So get some toys and treats to amuse then reward him with. Do it often and you will have more control of the new situation.
Dogs should be not left off lead to wander around the neighborhood so see if you can spot a tag or collar n order to contact the owner, then ask them to co-operate or call animal control for the safety of everyone it there is no super vision.
Consistency and activity are the keys to happy pets
