Male Over Excited around female

My 1year and 2 month male shih tzu. Keeps acting very crazy and over excited around my friend's girl shih tzu that is only 7 months. She is heat, i do understand that but he is no stop. all night long.. crying, panting, humping, bitting, licking. He is like a whole other dog around her he won't listen. But the female doesn't want him they are both very young and inexperience. How do i stop his behavior? I already keep them sperated in 2 diferent crates at night but he stays up all night crying from 9pm-5:30am...what to do?

Keeping them in the crates is good to keep them from getting to each other and actually mating, however it does not keep your male shih tzu from smelling her scent.  The female has a very strong odor and that is what is driving your male crazy.  He will cry, he will refuse food, he will do everything in his power to get to that female.  If you are planning to breed the pair than they need to be separated (into rooms and kennels) and you should probably put a diaper on the female and do not breed until the female has had at least her second heat cycle.  If your not planning to breed them then by all means please get them both fixed (him neutered) (her/spayed) for both of their health. And so you won't have to concern yourselves with this in the future.  Hope this helps and good luck.
