Is this a breed that can be registered and what do they usually weigh as adults and at what age should I have a male neutered?

Here in the US there are only 3 sizes of poodles.  The standard that is over 15 inches at the shoulder, the minaiture that is over 10 inches to 15 inches at the shoulder, and the toy that is 10 inches and under.  There is NO SUCH THING as a tiny toy or a teacup or a pocket poodle or any other selling gimick a breeder is using.  These measurements are the same for AKC as they are for UKC.  There is NO WEIGHT restrictions on poodles so weight is irrelivant.  As far as partis go they are still either a standard a miniature or a toy.  Same breed as a solid poodle just a different color (parti meaning more than one color).  Partis are registerable with the AKC but are NOT allowed in the conformation ring.  Partis are registerable and showable in the conformation ring in UKC.  However just because it can be registered doesnt mean that you will be able to register it.  You MUST have papers from your breeder to register your dog.  There is no way around this.
I tell people the sooner they can neuter a dog the better if it is just to be a pet.  It will not harm them to do it early or their development.  The earlier it is done the better you will aviod leg lifting and marking.  You will need to consult your local vets to find out when the earliest is that they will do this.  I would certainly find a vet that would do it before 6 mo.
