Poodles can grow until they are around 9-11 months old and will fill out until they are around a year and a half old. The height standard for a Toy Poodle is 10" at the shoulder, so your dog will probably gain a few more inches at least.
If your dog grows over the height limit of 10", then you have a Miniature sized Poodle rather than a Toy. If your Breeder sold you a Toy Poodle and your dog is over 10", you have the right to go back to the breeder and either get a refund or another dog.
