Answer
Hello David,
You are going to have to show your Poodle that you are boss rather than him being the dominate dog.  Your male is trying to initate play from your female, and also trying to assert himself as boss over her.  You didn't say if your male is intact or not, but he may also be interested in her from a sexual standpoint, as neck biting is a way for a male to control a female before breeding her.
What you need to do is dominate your male so you can show him that you are boss and he will respect you and listen to you when you tell him to do something.  To do this, you will need to get your male down on the ground and lay over him.  You need to make sure that his head is laying down also.  Look him in the eye and make him look away.  Then he needs to lay there until he will relax.  You will see him go quiet and look away from you.  When this happens, you can stand up and walk away from him.  Don't say anything, just walk away.  He will get up on his own and should be a bit more somber.  Anytime that he does something that you don't like, get him in this position.  After awhile, all you will need to do is stare him down and point at him.  He should lay down and go quiet.

You may want to think about getting him into an Obedience class.  This will help him learn that you are boss in a less threatening way, and both him and you will probably have fun at the same time.  Look in your local yellow pages for Trainers in your area.  You may want to find a trainer that offers Group lessons, that way your boy can be trained around other dogs and people rather than with private lessons.  If your dog tends to be very hyper or active, you may even think about getting him into something like Rally Obedience(timed Obedience on a course) Agility (obsticle course), or FlyBall(timed relay race over jumps).  Other sports that Poodles excel in are Tracking, Hunting, and Water Sports (such as Dock Diving or Water Retreving).
You can check out any of these sports by typing them into your search engine.  You can also find clubs in your area that specialize in these sports by typing in "(the sport of your choice) in (your City)".

To keep your dogs from becoming attatched to each other rather than to you, spend individual time with each dog.  Take him/her for seperate walks, play ball or fetch, and just pet or socalize each one with one-on-one personal time.  This will help build the bond between you and each dog on an individual level.  You can also do together activities, such as playing at the Dog Park, throwing a ball together or taking duel walks.

Try this out and if you have other questions for me about this, or other Poodle questions in general, please feel free to ask.
