Male poodle 4 mo. testicals droped

Can he produce puppies already? And how old are male poodles when testicles drop?

4 months is a little early for the testicles to be completely descended, but not unknown.  I wouldn't expect him to be able to produce much of a litter now, but he is certainly not to be trusted around a female in season.
