The weight of a Toy Poodle doesn't matter as much as the height. Toy Poodles should be no more than 10" at the shoulder at full height. Anything over 10" is considered a Miniature even if it was out of and Sired by Toy Poodles.
Some breeders will sell small Miniatures as Toys but because they are out of Miniatures they are legally considered Miniatures. This might be the case with your female.
You will need to wait until she is mature to actually tell if she is a Toy or a Miniature.
