MY TOY POODLE MAY BE PREGNANT, SHE CONSTANTLY PULL AND BITS HER NIPPLES. WHY DOES SHE DO THIS?

You didn't say if this would be your dogs first pregnancy or not.  If so, she may be doing this because she isn't used to her nipples getting harder and swollen during pregnancy.  You also didn't say how far along she would be if she is pregnant.  Dogs are typically pregnant for 63 days, give or take.  If she is near her due date, then her nipples will also start to leak milk and colostrum.  
If her nipples seem dry you can apply vaseoline to them to help keep them supple and to keep them from becoming sore or cracked.  Just watch that your dog doesn't try to lick it off if you apply it to the nipples.  If she does lick it off, just apply it less often so that she doesn't ingest it too much.
