My 8 month old female Lab has the habit of pushing her food bowl around rather than eating the food. I have never seen this before with my other dogs. Any ideas?

That isn't common in Labs.  Often they wolf the food down as quickly as they can.  Overfeeding can reduce their interest in eating.  You may be comparing her to overweight Labs.  Your dog definitely should be narrower at the waist than the hips and chest. You should be able to easily feel the ribs, but not see them. Each dog is different. Standard recommendations are a good place to start, but each dog must have its food and exercise adjusted to its individual needs.
