walking on a leash

Question
I have a Jack Russell from a rescue organizaiton.  I also purchased her little buddy, a terrier mix.  They are inseparable, and horrible to try to walk.  Even separately, they both pull on the leash.  I have tried different types of collars, not a choke, and a harness.  Nothing seems to work.  Can you suggest the best type for her?  She might weigh about 10 pounds.  Thank you.

Hi Cheryl,

I highly recommend the Martingale collars - they are safe and comfortable on the neck but give good control to the handler.
You can also buy a double leash that will make YOUR job as the walker a lot easier. It's one leash that splits in two at the bottom so you can walk two dogs at one time without getting all tangled up!
