hi...

If my female puppy is 3 months old and weights 10 lbs (was the runt of the liter from small parents), what will be her adult weight with appropriate feeding?

That is very hard to say.  I think she will be very small for a Golden.  I have a 6 month old Lab that is about 35 pounds now and I expect to be about 45 pounds.  I think she was more than 10 pounds at 3 months.  If you look at the chart at http://jn.nutrition.org/cgi/content/full/134/8/2027S you will see that at 3 months and 10 pounds, many dogs end up much bigger than others.  

Your dog definitely should be narrower at the waist than the hips and chest. You should be able to easily feel the ribs, but not see them. Each dog is different. Standard recommendations are a good place to start, but each dog must have its food and exercise adjusted to its individual needs.
