dog licking legs

I have a blue tice walker that has licked holes in her back legs, have tried collars but she still gets at them. She is about 8 yrs and I have 2 other dogs, don't know if this a problem or a condition that needs to be treated, did take her to vet but it wasn't that bad when I took her in.
