7 year old chi and new puppy ; puppy maners ;

Question
We have a 4 lb. 7 year old female (spayed) chi named Chica. She has always been a timid dog and was really dominated by an older chi that we already had when we got Chica as a puppy.  A few months ago the older girl passed away.  Since then Chica had really seemed to be doing well, but since we both work full time, we worried about her being alone too much.  We went on a weekend trip and took her with us, and she showed some interest in the other dogs that were around, so we started thinking about finding her a companion.  We wanted to get another very small dog, and figured a younger dog or puppy would allow her to establish dominance.  We took her to meet several puppies and one older chi and she was either afraid of them or would have nothing to do with them. Finally we took her to meet a 12 week old yorkie/maltese mix puppy.  While she wasn't overly interested in him, she didn't seem to mind him.  However, now that we have him home, she has crawled back into her shell and is terrified of him.  He is totally submissive to her, licks her, lies down on his back, everything he can do to be submissive.  But just him running around and playing and being a puppy terrifies her and she either runs away with her tail between her legs, or she snaps at him.  We've tried sheltering her. We've tried praising her when she (rarely) is good with him. We've tried just ignoring the situation and letting them interact however they interact.  He clearly wants to be her "buddy" and she clearly wants him to drop dead.  This isn't what we wanted for our little Chica.  Was she better off alone??  What do we do now??  Oh, one additional note.  Last weekend we took them both to the park and there were two other dogs there....a cocker spaniel and a norwich terrier mix.  She didn't seem to be terrified of them. But she was also a bit more tolerant of the puppy there too.  I just don't know what to do!

Hi - Well, your new puppy has very little Manners. In time, he will learn boundaries....
How about some puppy school and socialization....???
YOUR little Chica will enjoy the new puppy once he learns basic dog manners.
This is all normal and will pass with some training for the pup.
