Question
My 4 year old, olde english bulldog had a bulge on the inner portion of his eye lid.  He's been on antibiotics and the buldge just gets bigger.  He has dry eye and he is on artificial tear drops and 2% Cyclosporine drops which he receives twice a day. Why and what is on the inner portion of his eye?  He only has one eye and we want to ensure nothing happens to it.

He's always putting his paws in his mouth.  He's been on all sorts of topical solutions.  Now patches near his neck by the collar is bleeding.  Notice his skin had dander - this is a regular occurrence as he is always shedding. He's also wore down his canine teeth.  

His Diet: We give him 2 cups of Wellness everyday.  He's receives front line plus and heartguard once a month.  Old Mother Hubbard treats are  given after being rewarded of a good behavior. He occasionally will be given a greenie.  He receives baths with oatmeal shampoo and conditioner every two weeks.

Exercise: walks twice a day.  Play for an hour interacting with him and his toys.  

He receives an hour of petting time.  Total time with dog 3 hours.

I'm concerned about his health.  I want to prevent any future problems.  Seems like the problems are building up.

I've been to the vet 6 times a year due to all his medical difficulties and nothing seems to help.

This sounds like a cherry eye issue. Antibiotics definitely won't help. If this looks like a small red bubble, then that's  what it is. It needs to be fixed. Obviously your vet isn't the one to do it.

The other issues you mention seem to be some sort of food allergy. However, all things considered, this dog has a crappy immune system. Go to an herbalist and get whatever he/she recommends to boost the immune system. Whatever they give you for a person will be fine for the dog.

If you don't get this under control, the dog is going to get progressively worse within a short amount of time.

My best suggestion is, find another vet.
