Bulldog leg sprain

Our puppy bulldog at the age 4 months old fell down our vet's stairs and severely sprained his right shoulder.  It has now been 8 weeks and he still has a limp.  He also has atrophy in his right paw.  The vet says he needs rehabilitation but she is not offering to pay.  I do not have the money for rehab and I was told to get him in a pool so he could swim and get his range of motion back.  I do not believe he is in any pain.  I think the limping is from a "learned" habit because it happened 8 weeks ago.  I also have him on vitamins to support his bones and tissue while he heals.  His body is off balance and I would like to know if you have any more suggestions.  Thank you.
