Question
I have a 10 week old English bulldog. He bites my hands a lot, but I feel like he's just playing with me. Should I allow him to keep biting, or will this behavior carry over into his adulthood?  In that case, should I reprimand him with "NO BITE" and make him stop?

I'm sure your puppy is just playing, but I would teach him not to bite.  It is never good to have a dog that bites.

Even if he is only playing and it may be only in his puppyhood, it would be terrible to have company over, especially children, and have your puppy bite someone.

Even though he is only playing, it really hurts.  I know!!!  

Just tell him NO NO, NO BITE, or whatever command you want him to learn.  You can also tap his nose or shake him gently by the back of his neck while you say it.

It will be much better knowing he is not going to hurt someone.
