My parents adopted a kitten rescued from a "house of horrors" along with many other cats and dogs.  The cat is terrified of the basement of the house.  By all appearances and behaviors, the cat is a purebred Korat, so it seems safe to assume he was kept locked up someplace in the house.

My parents have always kept the litterbox in the basement in the past; it is the best spot given the layout of the rooms.  Do you have any advice regarding helping the cat get over his fear?  Many thanks for your help.

Personally, I do not think she will get over the fear (at least not in the near future), so you need to find an acceptable place other than the basement to put the litter pan.  If you use a (soft)wood pellet based litter and scoop everyday, there is a good chance you can keep the odor well under control.
