could my cat have an UTi

Question
I have a male cat here when he tries to use the bathroom and just a little bit is coming out and he keeps licking down at his private area could he have a UTI.  I also have another male cat that did have an UTI and he was doing the same thing as this one is.

This is a medical emergency, your cat may have a blocked urinary tract or a urinary tract infection both of these are serious and could cause permanent or even life threatening complications - he needs to see a vet immediately since there's no way of knowing how long he's had this issue and if his bladder is blocked it could potentially rupture which would be fatal for him, not to mention extremely painful.
