Odd Litter Box Behavior

My kitten has a bad habit of pulling his waste out of the litter box and playing with it.  To discourage this behavior, I started cleaning the box everyday, bought him new toys, and then even bought a new box with a lid.  Nothing has worked.  Why do you think he does this and is there any way to stop him?  Thanks.

He is playing and doesn't know the difference.  Continue scooping the box as often as possible.  Praise him after he uses the box and then give him a toy to distract him from going back to get the waste.   You can also try spraying some citrus or pepper on the stool.
