Dog Pees on Lap

My nephew has a dog, part Chihuahua and part dachshund. She is not housebroken because my nephew, being 12 when he got her, lacked the discipline and patience to train her right. Also, the dog goes back and forth between our house and his mother's house a lot since he refuses to leave his dog when he visits us. She's a good dog, but she pees and poops wherever she pleases in the house. She'll go outside if we happen to catch her when she happens to have to go, but for the most part she'll play around outside instead of doing her business. This is probably due to the fact that she'll go wherever and whenever she pleases in the house. Lately, however, she's started peeing on our laps. This seems to be random. First time she was asleep and did it, other times she's just laying there and then gets up after she's peed. We're not sure if this is because she'll just go wherever she wants or if she has something else wrong with her. She hasn't been spayed either. Would that have anything to do with it? She's over a year old since April '08. We may try crate training her if my nephew will stick with it. We tried that when she was a puppy but she whined a lot and he didn't like that. He thought it was "torture." And since we didn't have him all the time and his mom didn't enforce disciplining the dog by crate training, he gave up on it. We tried the puppy pads, but that didn't work out either. What do you suggest? We're mainly concerned about her peeing on our laps.

Hi Anna - buy some pants for her - the female " in heat" pants - diaper.. You can place a pad in this - you can cut a female mini or maxi pad and place it into the pants... ( much less expensive than th pads the "maker" sells...)  I just buy the Human pads and cut them up.

Bring her out every 2 hrs and pull the pants off for potty.  When you go back into the house put the pants back on.
