I live on a farm and an outside kitten has a dark golden drainage coming from his eyes, he also sounds like he has nasal problems and sneezes.  What can I do for him without taking him to a vet?  I have given him 1/3 cc penicillin today.

Well the penicillin might help him fight off some secondary bacterial infections but URIs are normally viruses. It sounds like this kitten has Rhinotracheitis. It is a very common virus in non-vaccinated cats.

Antibiotics are usually given to ward off pneumonia but they do little else. 1/3 of a cc of penicillin is a bit much for small kitten but for a 12 or older kitten it is fine. I would give the same amount twice a day for ten days so that you aren't creating more antibiotic resistant bugs out there.
