When this beagle/basset mix gets excited he develops lumps on each side of the penal shaft that look just like the lumps on my pup before his testicles dropped and before neutering.  Is this normal?  It's as if he has a second set of testicles. I have never seen such a thing.

This is very common and what you are seeing are two glands that act as a brake when the dog is mounted on a female. They create the 'tie' that you see with dogs that insures impregnation.

They are there even after neutering and have nothing to do with that. As you said, they only show when he gets excited.

As my boss once told a very embarrassed man that asked the same thing, he said, "the dog really likes you."
It isn't about sexual activity, it's just that they tend to show up from any excitement.
