If hearing loss in my 10 yr old Dachshund who has not previously had bad ear infections is associated to the Otomax treatment she was given, what kind of lead time should I look for for it's reversal and some degree of hearing to come back?

According to what I have read this is a problem with Geriatric dogs. Your dog is geriatric, so it really should not have been used for a dog this age.
Here is what the insert says from the package:

warnings the Use Of Otomax Ointment Has Been Associated With Deafness Or Partial Hearing Loss In A Small Number Of Sensitive Dogs (eg, Geriatric). The Hearing Deficit Is Usually Temporary. If Hearing Or Vestibular Dysfunction Is Noted During The Course Of Treatment, Discontinue Use Of Otomax Ointment Immediately And Flush The Ear Canal Thoroughly With A Nonototoxic Solution.

It says the hearing loss is usually temporary but gives no timeline. You may have to ask your vet about that.
