Dog itching

I have a 2year old sheepdog he keeps scraching his legs from his elbow up,the skin is red and patchy kind of like a rash,he's also licking it and kind of biteing at it,he's no bald patches but hair is starting to kind of thin where he's scratching,we live around farmland with sheep and cows,he is also just finished a 10day course of eardrops for an infection,I wash him with Johnston baby shampoo, I put vasline on it ?

He may be allergic...especially with an ear infection.  I would recommend two things for you to try. First, have him dipped in a an insecticide that kills topical pests like sarcoptic mange mites.  Second, ask your vet if your dog can have some steroids to calm down the skin for a few weeks.  If there is an infection on the skin, then the dog will need to be on antibiotics for 2-3 weeks also.
